Rules on Competition

The Rules are applied to allfilms applying for the 2017 Golden Kapok Award Competition that to be heldduring Guangzhou International Documentary Film Festival (“GZDOC”).

GZDOC Golden Kapok Award Competition, which under the principle of international friendship and culturalexchange, focuses on screening high-quality documentary films and discoveringpioneering documentarians under the purpose of promoting internationalcooperation and exchanges in documentary films, promoting the development ofdocumentary film industry and highlighting the values of excellent documentaryfilms.


Article 1  Application Conditions

1.Only finished documentaryfilms are acceptable. Those that are still in investigation, shooting orpostproduction phases will be refused.

2. No entry theme restriction.

3. No ceiling for the numberof entries.

4. Documentary films can apply for competition, screening and DOC Shop at the same time.

5. No application fee.

6. No entry shall be foundwith pornography, violence and/or racial discrimination elements; nor shallthey conflict with the laws and regulations of the People’s Republic of China.

 

Article 2  Running Timeand Subtitles

1.Running time:

Short: no longer than 30 minutes (including Opening Credits);

Feature: longer than 30 minutes (including Opening Credits);

Series: in three episodes (sets) or more that are inter-related.

2. Subtitle

For films that contain MANDARINE dialogues, subtitle is not required (provision of subtitle in English issubject to further notice);

For films that contain dialogues inChinese minority languages or dialects, thecomplete Chinese subtitle shall be embedded (provision of subtitle in Englishis subject to further notice)

For films contain NON-MANDARINE dialogues (including English), the complete English subtitle shall be embedded.

 

Article 3  ApplicationDeadline

1. Online application system will be accessible for a long period,but only those entries meeting the following requirements will be accepted bythe General Office of the Organizing Committee (the “OC”).

2.Competition application deadline: August 30, 201(the online GZDOC Film Entry Form shall be submitted before this date);application materials shall be RECEIVE through mail to the OC by August30, 2017.


3.Filmsapplying for 2017 Golden Kapok Awards shall be produced no earlier thanJanuary 2015 and no later than August 2017. And GZDOC will presentthose meeting the requirements to the panel for appraisal.

 

Article 4  Application Process

ALL applicants shall go through the following:

1.Fully completing the onlineEntry Form and selecting competition(Documentary films can applyfor competition, screening and DOC Shop at the same time.)

2. Uploading the following materials:

   (1) Filmstills in JPG format (pixel no less than 300 dpi; no less than 1Mb);

   (2) Films in NON-MANDARINEdialogues shall be uploaded subtitle script or subtitle file.Requirements for subtitle scriptword or text format.

3. Sending the followingmaterials through mail:

   (1) Film in MP4 / MOV format, in digital DVD/USB; HD (720p or 1080p) version ispreferred, English subtitle is needed if the film contains NON-MANDARINEdialogues (including English);

   (2) Trailer (less than 3 minutes) in MP4 format, in digital DVD/USB; HD (720p or 1080p)version is preferred, English subtitle is needed if the film containsNON-MANDARINE dialogues (including English);

Submission Method 2

Upload application materials into Vimeo or Google Drive and sendthe download link and password tofilm@gzdoc.cn along with film titleand contact information.

4.The application issuccessful upon receiving a notification e-mail from the OC, otherwise, theapplication process is not finished due to incomplete submission materials,film arrival failure or download failure.

5.Waitingfor further notice from the OC.

6.The OC may contact theapplicant for additional materials if necessary.

7.Please be noted thatapplication with insufficient materials is null.

 

Article 5  Material Delivery

1.All application materialsrequired (film, trailer) shall be sent to the address below before deadline:

2. If by means ofinternational delivery, please ensure that the parcel is marked For Cultural Purpose Only and No CommercialValue.

3. The applicant must ensurethat all deliveries are prepaid and customs levies are settled, otherwise theOC has the right to reject. Personal delivery is acceptable (please contact theGeneral Office in prior for business hours).

4.All application materialswill be kept by the OC for archiving. Please ensure that you have backups. 

5.Please be noted that the OCwill not bear the costs for mail or insurance of the application materials, norbe responsible for any loss, damage of the materials during the process ofdelivery or the loss, error or damage of the materials attributable to Force majeure.


Article 6  Procedures

1.The GoldenKapok Award Competition will be determined after the preselection, reviewappraisal and final appraisal. The final results will beannounced at the GZDOC closing ceremony.

2. Review stage:

(1) Each film qualified to theReview will be given a Certificate (electronic) which will be sent to theContact Person through email.

3. Finalappraisal stage:

(1) Films embedded with bothChinese and English subtitles might be required by the OC if necessary.

(2) Each film qualified to theFinal Appraisal will be given a Certificate (hardcopy) which will be sent tothe Contact Person through express delivery. 

(3) The OC will invite twomain framers to GZDOC and relevant activities to be held in Guangzhou (see theInvitation Letter and attachments for reception details);

(4) The OC is entitled tothree offline screening (from December 1 to December 20, 2017) of the filmduring GZDOC.

4.Award-winning films

(1) Each award-winning filmwill be given a Certificate (hardcopy) and a trophy which will be granted at theGZDOC closing ceremony.

(2) The OC is entitled to twooffline screening (from December 16, 2017 to January 1, 2018) of the film.

5. Uponreceiving the notice on qualification to the Final Appraisal and havingconfirmed thereby, the applicant shall not withdraw the qualified film for anyreason.


Article 7  Awards

The OC will form Final JuryCommittee of seven experts, well-known directors and producers of thedocumentary field from both home and abroad to determine the winners. GZDOC2016 Golden Kapok Awards will be given to:

1. Best Documentary Grand Prize;

2. Best Documentary Feature;

3. BestDocumentary Short;

4. BestDocumentary Directing;

5. BestDocumentary Series;

6. Best International Co-production Documentarywith China;

7. Award of Audience's Choice (determinedby online votes);

8. Best Chinese Documentary for InternationalCommunication (determined by data);

9. Best FirstDocumentary Award;

10. 3Special Awards of the Organizing Committee of GZDOC;

11. An adhoc Jury Special Award might be conferred by the Final Jury Committee on anentry of high quality and special value.


Article 8  Statements

1.CopyrightStatement

(1) Applicant(or applying institution) shall possess the copyright or distribution right ofthe film submitted by him/her, and shall ensure that there is no dispute overcopyright of the film, and the copyrights/authorization of the copyrightowner(s) to use the music, video image and texts contained/used in the film areobtained. Any dispute arose out of or in relation to the copyright of the filmshall be borne by the applicant (or applying institution).

(2)The OC is entitled to use no more than three minutes of serialimages of each film for promotion purposes through TV, cinema, video network orother media.

(3) The OCis entitled to use the application materials, stills, posters and trailers ofeach film to promote GZDOC through presswork, promotional video, cinema, TV,Internet, mobile TV and public areas.

(4) The OCis entitled to duplicate each film exclusive for only archiving other than anycommercial purpose.

2.Statementof Interests

(1)    All applicants shall strictly abide by theRules on Finished Documentary Film of 2017 Guangzhou International DocumentaryFilm Festival.

(2)    GZDOC shall assume no responsibility for anyconsequences arose out of or in relation to any error in submission ofmaterials and/or completion of forms.

(3) If theRules are modified, we will post an announcement on our website. The applicantcan withdraw from the event if he/she thinks the modified clauses areunacceptable by notifying the OC within 10 working days after the announcementis posted. Otherwise, we will deem that the applicant accepts all the modifiedclauses.

(4) Allapplications for the Golden Kapok Awards, Golden Kapok Gallery and DOC Shop tobe held by GZDOC are regarded as agreement to the above provisions and rules.Any dispute hereof shall be subject to the independent jurisdiction of thejudicial authorities of the People’s Republic of China. 

(5) The OCreserves all rights to final explanation of the Rules.

(6) The OCreserves all rights to final explanation of all activities.

Rules on Screening

The Rules specified hereunder apply to all films applying for Screeningsof Guangzhou International Documentary Film Festival (“GZDOC”).


Article 1.  Application Conditions

1.     Onlyfinished documentary films are acceptable. Those in the investigation, shootingor postproduction phases will be refused.

2.     Entriesare free from theme restrictions. 

3.     Therewill be no ceiling for the number of entries.

4.     Documentaryfilms can apply for competition, screening and DOC Shop at the same time.

5.     Entryapplication is free from registration fee.

6.     Noentry shall be found with pornography, violence and/or racial discriminationelements; nor shall they conflict with the laws and regulations of the People’sRepublic of China.


Article 2.  Procedures and Application Standards

Screening sectors mainly include screening on cinemas, universities, artspace and international premiere. GZDOC will choose and invite entries toparticipate in sectors above. The application system will be open for a longtime. All films will be chosen by Organizing Committee (the “OC”) with thefollowing standards for screenings.

1. Screening application deadline: August 30, 2017 (online GZDOC Film Entry Form shall be completed before the date); demos andother necessary materials shall be RECEIVED through MAIL to the OC by August 30, 2017.

2. Films in line with the followingstandards are qualified for cinema screenings;

  (1) Films shall be produced no earlier thanNovember 1, 2016 except for themed screenings;

  (2) Film length shall be more than 70mins:

     Video Coding Format: JPEG2000 Interop

     Video Bitrate: 70-100Mbps (reference)

     Frames: 24FPS

     Resolution: 2560x1440 (more than 2k)

     Screen Ratio: 1.85:1 or 2.39:1 (reference)

     Color Space: XYZ (G=2.6)

Audio Format: 5.1PCM, 48kHz, 24Bit

     File Format: OV

     Hard Disk Format: High Transmission Rate

 

     ②MOV/MP4/AVI

Video Coding Format: H.264

     Video Bitrate: 25-100Mbps (reference)

     Frames: 24FPS

     Resolution: 2560x1440 (more than 2k)

     Screen Ratio: 1.85:1 or 2.39:1

     Audio Bit Stream: 1500kbps (reference)

     Audio Channel: 2 (stereo)

     Audio Sampling Rate: 48k Hz

     Hard Disk Format: High Transmission Rate


3. Films in line with the followingstandards are qualified for university and art space screenings;

  (1) Films shall be produced no earlier thanNovember 1, 2016 except for themed screenings;

  (2) Film length shall be more than 30mins:

4. Films in line with the followingstandards are qualified for international premiere;

  (1) Films produced no earlier than June 1,2017;

  (2) Films have not been released or will bereleased after November 1, 2017;

  (3) Film length shall be no less than 70minutes;

  (4) Screening format: DCP or HD MOV/MP4/AVI(reference standards of cinema screenings)

5. Subtitle:

Forfilms that ONLY contain dialogues in Mandarin, subtitle is not required (provision of subtitle in English is subject tofurther notice);

Forfilms that with dialogues in minority languages or dialects, the complete Chinese subtitle shall be embedded (provision of subtitle inEnglish is subject to further notice);

Forfilms that with non-Mandarin dialogues (including English), the complete English subtitle shall be embedded.

TheOC takes full charge of English subtitle translation for screening andoperation of title generator.

TheOC is entitled to reject unqualified films.

 

Article 3.  Application Process

All applicants shall go throughthe following steps:

1. Fully complete the onlineEntry Form and select competition, screening or DOC shop.

2. Uploading the followingmaterials:

   (1) Filmstills and posters (1-3): in JPG format (pixel no less than 300 dpi; noless than 1Mb);

   (2) Subtitle script or subtitle file (Forfilms in non-Mandarin dialogues).

 Requirements for subtitle script:word or txt format.

Requirements for subtitle file:SRT or ASS format.

3. Sending thefollowing materials through mail:

   (1) Film in MP4 format, 720p or 1080p, code rate: 2000kbps-5000kbps. English subtitlesshall be embedded for films that contain non-Mandarin dialogues (applicationmaterials shall can be demo that no need to meet the screening requirement,more materials shall be provided once the film is qualified);

   (2) Trailer (less than 3 minutes) in MP4 / MOV format, 720p or 1080p, code rate: 2000kbps-5000kbps.English subtitles shall be embedded for films that contain non-Mandarindialogues;

Article 5.  Notes

If your film is in theshortlist of screening:

1. Complete materials(stills, photos of directors, subtitles etc.) of the shortlisted films shall besent via email to the OC General Office before October 15, 2017.

2. Copies of filmsqualified for cinema screenings shall be sent to the OC General Office beforeNovember 15, 2017 in line with the instruction attached to the OC notificationemail.

3. Requirements forcopies of qualified films:

Forfilms ONLY with Mandarin dialogues,English subtitle shall be embedded; for a film with its dialogues in Chineseminority languages or dialects, the Chinese and English subtitle shall beembedded as well;

Forfilms with English dialogues,the complete English dialogue text is required.

Forfilms with non-English and non-Mandarin dialogues, copies must be embedded with English subtitle and complete English dialoguetext is required.

TheOC takes full charge of English subtitle translation and operation of titlegenerator.

4. Copies of films qualified forcinema screenings shall be sent to the OC in digital form in line with cinemascreening standards.

5. The OC will bear the costssuch as mail, customs and insurance of the copies, and will pay for the loss or damage of the copies during the process of their delivery to and offGuangzhou according to their costs. 

6. Once officially accepting theinvitation from the OC, applicants shall not withdraw the qualified film for anyreason. The OC guarantees to sign authorization letter with all screening filmsand strictly abide by the authorization letter.

7. Invited overseas applicantsshall mail their films via Fedex if they need to reimburse their mail expense(OC Fedex Account: 710865469).

8. Please noted that film titleand format (DCP or 35mm), mail date and method and bill number shall be sent tothe OC via email after mailing the copy.

9. After the screening, the OCwill mail the copy back to the address designated by the applicant within twoweeks.

 

Article 6.  Statements

1. Copyright Statement

(1) Applicant (or applyinginstitution) shall possess the copyright or distribution right of the filmsubmitted, and shall ensure that there is no dispute over copyright of thefilm, and shall ensure that he/she has obtained the copyrights of or theauthorization of the copyright owner(s) to use the music, video image and textscontained/used in the film. Any dispute arose out of or related to thecopyright of the film shall be borne by the applicant (or applyinginstitution).

(2)The OC isentitled to use no more than three minutes of serial images of each filmfor promotion purposes through TV, cinema, video network or other media.

(3) The OC is entitled to use theapplication materials, stills, posters and tailors of each film to promoteGZDOC through presswork, promotional video, cinema, TV, Internet, mobile TV,public areas etc.

(4) The OC is entitled toduplicate each film exclusive for archiving other than any commercial purpose.

 

2. Statement of Interests

(2)   GZDOC shall assume no responsibility for any consequences aroseout of or related to any error in submission of materials and/or completion offorms.

GZDOC 2017 DocShop Rules& Regulations

The Rules specified hereunder apply toall films applying for Doc shop of Guangzhou International Documentary FilmFestival (“GZDOC”). Doc shop provides a platform for domestic and foreigndocumentary films and supports documentary industry and cooperation.


Article 1.  Application Conditions

1.     Onlyfinished documentary films are acceptable. Those in the investigation, shootingor postproduction phases will be refused.

2.     Entriesare free from theme restrictions. 

3.     Therewill be no ceiling for the number of entries.

4.     No limitin production time.

5.     Documentaryfilms can apply for competition, screening and DOC Shop at the same time.

6.     Entryapplication is free from registration fee.

7.     No entryshall be found with pornography, violence and/or racial discriminationelements; nor shall they conflict with the laws and regulations of the People’sRepublic of China.

Films may not be downloadedtimely or successfully by the GZDOC Organizing Committee (the “OC”). Applicationis successful upon receiving a notification e-mail from the OC.

4. Theapplication is successful upon receiving a notification e-mail from the OC,otherwise, the application process is not finished due to incomplete submissionmaterials, film arrival failure or download failure.

5. Waitingfor further notice from the OC.

6. TheOC may contact the applicant for additional materials as necessary.

Article 5. Utilization of ExcerptsFrom Entries and Copyright Exchange

1.      For promotional purposes, the committee is entitled touse the stills, trailers, posters and other related materials in festivalpromotional videos, cinemas, TV channels, websites, mobile TV, public placesetc.

2.      The committee is entitled to screen consecutive excerptsof no more than 3 minutes from any entries in cinemas, TV channels, websites,mobile TV, public places etc.

3.      The committee is entitled to duplicate the entriesexclusive for archiving other than commercial purpose.

4.      Information about the films selected for Doc Shop will bepublished on the GZDOC 2017 DocuMart handbook. All participated films in Docshop are deemed agree on this rule.

5.      The selected films will be uploaded and screened to Docshop, which includes but limit to film selection and screening, during 2017 and2018. All participated films in Doc shop are deemed agree on this rule.

6.      The Organization Committee of GZDOC is entitled to thethree years of dealership of the films selected into the Doc Shop list. Guangzhou Global International Documentary Festival Culture InvestmentCo., Ltd is designated as the copyright agent and the dealership should becontracted with the copyright holders. If succeeded through Doc Shop or byassistance of Guangzhou Global International Documentary Festival CultureInvestment Co., Ltd., copyright holders shall pay 10%-15%of the total exchange amount to Guangzhou Global International DocumentaryFestival Culture Investment Co., Ltd. 

 

Article 6. Statements
